It's not the 80s or 90s. The World Champion hasn't been the primary draw for a decade or two, the ratings are indicative of the product as a whole. This applies to other famously low drawing Champions in recent history.
Ticket sales, especially for Live Events, are more telling.

I mean you can pretty easily see whether tickets are on sale or not. It's not like there's any benefit to pretending that a show is sold out when it isn't - you'd just give up potential money.
