In Steen and Sami's case, they can also talk(not that Eddie couldn't of course) and do things with celebrities, which WWE brings in more of these days.
Vince doesn't hate smaller/weird guys, just doesn't fit his image on what should be pushed. He let Steen face Austin which should tell you he still respects the fuck out of him. He gave Angle the belt after two years of starting wrestling.(and a year on tv) Only Brock and Rock were pushed that quickly.
