1. The Continental title, like the other secondary titles in AEW, typically has a 20-minute limit, whereas all the World titles have a 60-minute limit.
2. The Elite (kayfabe) control the booking, and presumably insisted on a stip that's advantageous to their guy, especially since it can theoretically be justified by the above point. Heels are always gonna be rule lawyers when it's to their advantage.
