There were dozens of arena's only for wrestling and boxing at its peak and there still are. The average show there likely outdraws the average Japanese show attendance wise. They also have a decent sized wrestling free market with people making custom figures, masks and other things.
Wrestling is a thing in Puerto Rico as well. It's just such a small country though which limits its growth. You can go from one end of the country to the other in a few hours, so there's no such situation where a big company can form in another town.
Chile has an indy scene but no coverage.
My theory has been that wrestling had to get hot in a place before or near the invention of TV to really take off. I think it's too hard for wrestling to get hot in a new place that isn't like Africa in this day and age due to being a fake sport and due to there being so many other entertainment options.
