Scott Steiner is literally one of the biggest anti draws in wrestling history. Starrcade 2000 with him in the main event was outdrawn by a random ECW show that same year. He didn't draw a single dime as world champion

For some reason in the 2000s independents became obsessed with making meek, small, and unintimidating Starbucks employees as the "top guys" notably ROH which openly disliked having those types of guys in their roster and if they could help it, would keep them out
Punishment Martinez before going to WWE basically said that at his height and build he wasn't welcome there.
Not that there weren't some dimes acts in ROH then like Punk, Raven, Danielson oddly enough, and the Briscoes

I'd argue it started earlier in ECW but ECW still had heavyweight guys like Dreamer (242lbs), Shane Douglas (245lbs, I think), Mike Awesome, and Bam Bam Bigelow

I don't watch much TV wrestling now but was surprised by how thin WWE top guys are now. I know AEW is less od a body fed, but guys like Mysterio Jr, Zayn, Owens, Punk, Gunther, Cody Rhodes are not very big. Lesnar and Lashley were two super star looking guys who have gone missing. Reigns looks good when he's around.

Nah, most of the ROH regulars were genuinely great until around 2009-2010. They definitely had their "type" but the level of talent on the indies back then was incredible compared to now, and the promotion would have tanked if they had traditionally marketable wrestlers because WWE would have snatched everyone up years before they did. Notice how ROH's first decline directly coincides with WWE beginning to take ROH talent seriously, and NXT turning into a superindie full of ROH alumni.
It was just better for business in the straight-to-DVD era to be able to retain talent so they built around whoever they could keep. It's different from AEW/ROH catering to the same fanbase today, when they have an uber-mainstream platform and can afford to do anything they want and sign nearly anyone.
