If you start watching in one room, then resume in another room, or on your phone, does that get counted as one view, or two? We don't know. And with streaming, there's no way of knowing whether a view represents one person or a room full. Furthermore, Youtube view counts are notorious for being inflated by bots and it stands to reason that the same is possible for Netflix or any other streaming service.
