But to answer your question, the rich, well-adjusted, sheltered people who booked the first movie booked the second movie. They had to make the second one the way it was because they felt threatened by the reaction to the first film.

During filming of Joker 1, Joaquin was bringing homemade poster art ideas for the sequel.
Lady Gaga said she would go into his trailer before scenes and Joaquin would tear up pages and start from scratch.
With that knowledge in mind before the movie, I felt that some things like the southern lawyer gimmick were so overplayed that only a guy like Joaquin would think it’s totally fine to do

I didn't much care for the first one really, but I had a feeling some shit like this would be coming. If anything is or has ever been enjoyed slightly, they will ruin it. Well yeah. Joaquin and Todd wanted a lot more money if they were going to bother to do a sequel. And even then they chose to do it as a jukebox musical rather than a straightforward follow up because they were not interested in coming back and just repeating the same shit again.
