It's got that stink to it I call it the "Heyman shock" because you see it happen most with guys he's working with, and he comes off like that, though I do give him credit for his career he seems to be involved with lot of the royally stupid stuff.
Vince made the final call of course but I think Paul had some influence over it as happened unnecessarily with "the streak" too and Paul comes off like the kind of agent/booker who pitches to break convenience rather than respect the jobber, the title or legacies - shock jockey booking, making moments but going overboard with it at the same time.
