The dev time was most probably taken up by them trying to figure out why those issues occured, then fixing them. For instance, Fight Forever uses the same leap frog animation and programming, but it is broken in this game as it doesn't trigger correctly and results in the guy running clipping through you, THEN you jump while they are already almost on the other side of you. Glitching through the corner of the ring, the guardrail and the steps are also most likely due to this as games program objects to have push values to have you on top of them or under, etc. and porting another engine to Unreal often fucks this up.
