Not evil, just worthless and stupid
The real evil ones work for FBI, DOJ, many of the agencies in DHS, Federal Reserve, NAA, DoD, CIA especially, etc… stuff like EPA and USDA are just incompetent bureaucrats led by wall street stooges.
