Not sure what number she got but truthfully she's had a bit of a nothing year. Had her farewell tour in Stardom, drifted around Marigold, and only just got to NXT. Which in a kayfabe list is already going to automatically rank below anyone on Raw, Smackdown, or AEW. I'd expect her to be much higher next year

I'm talking more in terms of character and story. Her reign was mostly rinse and repeat defenses because it was ppv time and she needed to defend it. Not because she had any major feud or angle that warranted it. Not until Bayley where they actually defined her more as a character than just joshi woman. But that all went away as soon as she lost the belt too

Kairi came back and thats when Iyo started taking control of the group and Bayley started getting frozen out. The character part you have referred to started almost at the beginning of the PWI year. And even after the belt she had stuff during the QOTR and almost getting rid of Damage Control before they started winning again.
