It would be a match for the control of the Bloodline by blood rights.
Rock would've demanded control by merit of seniority, made possible by being the oldest active wrestler (he isn't that active, thus heat) in the family.
Roman would've had to quickly pivot to a face position, which he already kinda had from the audience but not in story yet, and he'd take the stance of "no Rock, your time is in the past, this is my time".
Very basic story but due to time constraints and the chaos of the organisation behind the curtain, a bad idea to rush.
Just look at the story as it is today.
Roman's a clear tweener, a heel who's treated as a babyface by the crowd for trying to regain control of his bastardly heel faction.
The Rock can step in at any point now and support Solo.
They've all told Solo Sikoa that he's in charge, I don't know if anyone asked him why he took control and who did it.
All he's gotta do, is say "I did it for the Rock." Nostalgia pop, heat from fans who don't like it, Rock's in control and now Roman has to fight him. Match made, nobody's story detained, happy days.
They can build it over 6 months in clear water.
