What does outlaw mean?

These guys got guns drawn on them in arenas and at bars from time to time, in part because of the heat they drew and in part because they would finish fights the painful way whenever a drunk started one.
Pro wrestling was a way for these outcasts and misfits to make an honest living, but being surrounded with dishonesty and thievery, it's no wonder some would smuggle hard drugs across states for a bit of gas money.
