it was meant to condition both Austin and the audience that Austin wasn't as important as we thought he was. 2002 (possibly even the comedy stuff in 2001 too) was Vince depushing Austin because he thought he got too big. that was why he faced Scott Hall (and the match was treated as secondary to 2 or 3 other matches on that card) and why he was starting a feud with Eddie Guerrero before he walked out. his feud with Flair (and Arn) was also booked as mostly comedy.
also, Austin walked out earlier in 2002 but came back. that whole year they were booking him less seriously and basically treating him like shit

vince was hoping by diminishing Austin's star power prior to him leaving would soften the blow of his inevitable retirement on the business
but vince went about it in the dumbest way possible, pissing austin off in the process
