The ultimate workrate wrestler would be someone like Chris Benoit. Its the guys that go hard in every match, are always moving, doing their big moves and working fast paced matches even if its a houseshow, midcard match etc. It doesn't mean "good wrestler" it means "wrestler who puts in a huge amount of effort into all their matches".
The opposite would be something like the traditional WWE Main Event style. Slow paced, rest holds, built around certain big spots and designed to use up as much time as possible with less (but more meaningful) action.
You can have great matches and shitfests in both styles.
Ospreay and Omega are 100% workrate guys. If you think their shit stinks, the argument is that they just focus on workrate as opposed to psychology and storytelling.
