i guess you just feed liv jobbers and some midcarders until rhea comes back? i honestly do not know. i think realistically, nobody currently on raw besides iyo has any chance of getting the belt off liv until the next draft or another girl returns - and that doesn't mean iyo is guaranteed it either.
NXT promotions? steph or giulia can dethrone roxanne, somehow sol or karmen can get the belt off fallon, then bring up roxy and her jannetty (and turn her back face), jaida and her jannettys and fatal influence. at least those are the girls i think are ready, may mess with the heel/face ratio too much though.
for midcard girls they already have and could elevate - i think they've lost faith in lyra and won't try it. zelina is a good talker and can get over with a crowd but not to a main event level, and she's bad in the ring too. they could feed kairi to liv but she wouldn't get the title, not while iyo is right there. sonya maybe? is she still bad at wrestling? that'd be a difficult face turn, too. maybe naomi, if she was on the right show. if the witches were singles wrestlers, i'd say alba would actually be a perfect fit, but that might be too far gone.
