Basically Hard Rock Cafe took off in the '80s and made a ton of money, so everyone else was just ripping off that concept. Plus WCW had the WCW Nitro Grill at the Excalibur in Las Vegas, so WWF wanted to compete and have their own restaurant.
Also, they actually saved a ton of money buying it. Planet Hollywood had bought and renovated the space to move their Times Square restaurant to a bigger location, but by the time the renovation was done, Planet Hollywood was losing a ton of money, so they decided to sell it instead. WWF and Hard Rock Cafe had a big bidding war over it because it was basically a turnkey business that could be opened quickly without a costly renovation because it already had all of the kitchen appliances, tables, etc.
