HHH's darling rhea (who several of those criticisms you've laid out also apply to) was injured and there was no one else left in the women's main event scene besides liv. he had bianca on tag babysitting duty, he's shoot racist so he won't give it to iyo, lexi and charles were out and becky and asuka were leaving soon, bayley was already the champion on the other brand and nia was clearly poised to take it from her... who else could he have actually have put it on and pushed instead?
the circumstances that got the belt on liv back then are still mostly the same today. the main event scene is near-barren, and yet she is the champion and his booking needs to reflect that. to make her appear so weak as a champion, as has been done, is to devalue the title.
