I turned it on after SmackDown and it's pretty abysmal. Looks pixelated and it's always stopping to buffer. And I have very fast internet so it's not that.
But an average episode of Raw is not going to have this level of hype and viewership so hopefully they work the bugs out and their servers aren't this stressed in the future.
