While it's true that WWE has the biggest market reach and is the most successful by far, not all wrestling is able to operate on the same business model to make money (and often can't due to the way TV contracts are handled in other countries).
The Japanese scene is splintered off into so many smaller companies because Japanese fans are often insanely loyal to the booker or a certain top act. And a lot of the time these fans will watch no other wrestling promotion and they'll follow the one guy they like to another promotion if he moves there.
And in Mexico, CMLL is a tourist attraction that runs more like a Vegas concert residency than a TV show. They own the arenas and run shows pretty much every day. That company alone needs 100+ people on the roster because they're split between CDMX and Guadalajara.
