Why does the premier wrestling promotion in Japan not work with the premier wrestling promotion in America, instead opting to work with the secondary company?

Vince didn't want to and by the time Triple H took over they've already had a stable deal with AEW. AEW even dumped their AAA deal for a CMLL one just to appease NJPW.

Because they've seen through WWE's bullshit for ages and know exactly what a "partnership" with them would entail. They don't trust them. That's why they were more than happy to partner with TNA as they've been with AEW
