He had no issue working with Eddie Kingston who he had shoot heat with so I don't know where this narrative started. Him not doing a program with the Elite is entirely on the Bucks and Tony, even Kenny has come out and said he wanted to do it.

He and WWE took that narrative and made him even more interesting by presenting the feeling that he has real heat and tension with other people, which plays into programs. AEW used it to publically broadcast he actually did slap around their top kliq and was telling the truth about everything and that the owner either lied about being afraid of his life or is a gigantic pussy so don't take anyone or the company itself seriously.

On that podcast he did after he left WWE one of the stories Punk told was that he was annoyed by Vince's lackeys coming up to him before his match against the Shield and they were telling him to make Roman look really really strong, when Punk was booked to win 1 vs. 3. It wasn't any criticism of Roman but it came a time when Roman was getting pushed and no one liked him, so the line caught on with Roman haters (which was everyone normal in the head). So Roman was pissed because Punk made his life harder by talking about backstage stuff in that podcast. Punk also mentioned that he wanted the Shield to be Mox, Seth and Hero, but I think that was minor compared to the "gotta make Roman look really strong" thing.
