My guess if there's anything here at all and not just Dave getting worked, he was using his power as King of WWE to forcibly insert himself back into the main event storyline just to keep himself "in the mix" despite having zero plans to wrestle or ever put any of these people over except maybe 40 year old Roman and no long-term storyboard currently existing to make any of this mean anything.
Basically, random pop-ins to get himself over as the final boss and mog the rest of the roster with his celebrity.
