Rossy eventually wanted to get Stardom's belt off of her but couldn't because Tony wouldn't allow her to lose, even if she wasn't the one taking the fall (even though he had Bea Priestly lose a match in the same way while she was Stardom's top champ). Rossy, as Stardom's booker, was understandably pissed about one of his own belts being held hostage by another promoter who didn't show his own belts/champions the same respect.
Tony wanted Stardom wrestlers for Forbidden Door (because he wanted joshi but only knows Stardom because Dave talks about it) but Stardom wouldn't agree and so Tony started believing that it was Rossy who was blocking Stardom wrestlers from working for AEW even though Rossy, as the booker only, wouldn't have say over any of that. Realistically, it was probably due to Tony trying to poach Mayu when she worked the ROH/NJPW MSG show in 2019 and by the time Rossy was fired, Bushiroad had settled into being Tony's little bitch and he'd already taken Okada so now they don't have any issues letting him steal more of their wrestlers.
That said, a lot of people in Japan do legit hate Rossy because he's a notorious asshole and tends to use people/scam them out of money. Arsion died pretty much entirely because he was trying to screw Aja Kong and other veteran wrestlers on pay causing them to leave. He basically lucked out with Stardom that Yuzupon was a big enough draw to keep them afloat for the first year or two and they came right as streaming and other online distribution methods that the 2000s promotions didn't have was starting to take off. He's not a pedo but he does love bikini books (he was the guy doing those all the way back in AJW) and it's Japan so he doesn't give a shit if some uncle jacks it to a 14-year-old in a gravure, so long as they're forking over money.
