it's a right place right time thing more than anything. cody became a guy you can build a franchise around and proved that he could do pr shit, which the elite kinda shirked.
all this to say, kenny would never have been the guy unless they had reason to believe that he'd be around in 5 years and he was already pretty sawdusted by that point.
