It is entirely different. I wouldn't say either was good. Punk's meltdown shouldn't have happened at the scrum (still on Tony for not putting a lid on that as it was happening imo, be the boss). But Hangman betrayed trust and absolutely spat in the face of his profession by trying to "catch" Punk on live TV with some non relevant, personal Colt Cabana shit. The purpose of that promo is to for heel Hangman and babyface Punk to set up and sell their match.
At that, if we all knew Punk was a hornet's nest that had to be treated gingerly. Why oh why would Page hear a fucking rumor and then proceed not only to shake the hornet's nest but stomp on it on paid airtime? I'm not saying Punk's scrum meltdown wasn't shitty OR that people don't remember it more than Hangman going into business for himself but my angle here is that Punk's meltdown entirely happened as a chain reaction to Hangman losing his sister fucking mind and doing the most nonsensical, unprofessional thing to the historically most short fused superstar of the last decade.
Whether you feel like they were "even" after Punk dropped a "coward shit" line quick before continuing with his promo is irrelevant because clearly he did not and my point is he wouldn't have been given a reason to explode had Hangman simply done the bare minimum, basic professional thing and just do the job they fucking hired him for, stick what they had planned backstage, just do the promo/sell the match and don't go shoot batshit insane on impulse once you're in the middle of the ring with a microphone.
