This unless you use YouTube TV you have no way of knowing if you are a Nielson viewer or not.

If you do have your cable through YouTube TV you can be a Nielson viewer simply by going into the settings in the YTTV app and turning Nielson on.
It should be on by default. But you can opt in or put manually with YTTV.

I don't know how it works for other providers.
