Shelton was a lower midcarder for his entire career, people like Jericho and Michaels did their best to get him over but he's a charisma vacuum.
Just look at Brock's most recent run, Cowboy Brock. Shelton Benjamin would not and could not have that kind of run in any era working as hard as he possibly could.
