Always has been.
But people want to see groomers like CM Punk win over big and scary workhorses like Drew. The world is fucked up like that. So he's booked as a permaheel and has to job to shoot criminals because muh heckin "cult of Mussolini" (=the good guy!).

This is probably one of the biggest things I've disliked most about WWE since the Cena days. Heels get given promos where they go out there and tell it exactly like it is just for the face to be like lol no and gaslight the entire audience
