The term, when spoken by a mark, means that the match is at least 15 minutes long and is full of random spots and false finishes and everyone runs around a lot. That's literally what that means.
To the average viewer, or anyone with a functioning brain, seeing half naked men run around and falling on their heads for no reason isn't very compelling.
