Punk and Roman are tied together in the story. Punk's favor will probably be getting the Bloodline help him win the Rumble. They'll either help or Roman goes against Punk and eliminates him instead. Cena winning would be a big deal for his retirement year and make him look good when he challenges Cody.

Reigns will probably fight Rock because bloodline

Punk is up there pretty much just by default because he was supposed to have the title match last year.

I don't think they'll give Drew another Rumble win so quick, same with bootlicker Rollins, but they are options

there are some guys that could work with a proper storyline like Pete Dunne (callback to NXT UK match vs Gunther)

AJ Styles might have a post-injury win. We've seen that a lot at Rumbles like with Cena in 08 and Edge in 10
