As awful as that gimmick was, and the Lance Storm boring gimmick, and the Shorty G gimmick, etc. all were, I think he believed most of those would've gotten them in some way more over than any other vision he had for them. Just using the Lance Storm gimmick as an example again: yeah it seems obvious that calling your guy on TV "boring" would cut his balls off, but he was also putting him in segments opposite Stone Cold and giving him airtime. I think he believed it'd give something memorable for fans to latch onto. Maybe fans would chant "boring" instead of actually being bored and sitting on their hands.
It's a retarded gamble, but I don't think it was malicious like most make it out to be.
