It won't happen until Summer Slam at the earliest. But it probably won't happen at Summer Slam either. Because most of Cena's big losses are at Summer Slam. It's the one PPV/PLE where he has a losing record. It's traditional.
His 17th will happen closer to the end of the run. Likely Survivor Series or Bad Blood or a random RAW.
CM Punk is the favorite for the Rumble in my opinion.
With Roman and Drew as next most likely after Phil.
With dark horses being Priest, Finn, Sami, & Solo.
