He was introducing one new main villian per movie, and fleshing out their story. He clearly had all the motivation for Sandman worked out, and as the movies go on your intertwine stories or have face turns, etc. This keeps the franchise going for a long time. The original Spiderman wouldn't have went long if they didn't introduce new characters or just set one main villian and put him above everyone else.
Venom was essentially hotshotting the whole thing to shit and leaving them nowhere to go except... Carnage. Venom built up as the ultimate villain means everything else is a step down and you can't build up new guys, especially with a blockbuster franchise. Better to just tell a good story with Sandman and keep moving in that direction.
