Japan failed to build new top stars, the few that were top stars are in WWE (They're getting washed and old) and AEW (They don't mean shit anymore. See Kenny and Okada). To reach 40k, Bushiroad's best bet would be to bend over for WWE but Rocky Romero and Tonikan won't allow that. They might reach 30k at the most, but 40k is unfeasible.
