I would like to see them work Josh Barnett. He's kind of a retard but he's the only one trying to maintain the Inoki style of pro wrestling.

They don't have to go full Bloodsport and remove the ropes, but maybe just go back to an old school "shooter invaders vs NJPW Army" angle that culminates at the next Dome show. And the NJPW Army wins. Bushiroad can put its money into entrances and pyro and making the NJPW Army look like cool guys who doesn't afraid of anything.

They should find someone to play the next Liger or Muta. Need a big flashy character with lots of theatrics (and gimmicks that can be sold)

They're not pandering to the "American audience" they're pandering to the American smark audience. American wrestling fans don't want a Japanse wrestling product. They will watch a USA vs Japan angle but not a Japanse promotion.
Likewise, Japanese fans don't want an American product. They'll also watch a USA vs Japan angle but not a whole American promotion. (There's a natural curiosity about WWE because its so globally big)
Its okay for promotions in both countries to cater to a nativist product.
