The main issue is that the rivers and canals leading to Los Angeles are much drier than they should be, because environmentalists say that letting the water flow and fill reservoirs closer to LA would endanger a species of fish.
This species of fish isn't native to California and wouldn't go extinct if they opened all the locks.
The underlying reason for this policy of deliberate dehydration is to make sure that Californians suffer more and the Californian gouvernment workers can feel more useful to the world in their petty little imagination.
