This is the correct answer. Blacks don’t like whites that try and be down with their culture. It’s the same feeling you get when you’re white and you see Hootie from Hootie and the Blowfish or something. You wonder what they’re doing that for. Even in the old days of Hip Hop blacks hated people like Vanilla Ice but they loved Rick Rubin and Lyor Cohen. Those guys were part of hip hop culture but they had their own swagger. Honestly Jeff peaked at the absolute peak of late 2000s racial indifference, and he was an amalgamation of every white youth subculture of the decade up to that point, and those people unironically liked black people not to signal high status opinions, but because they did not give a shit about politics or the history of racism. It's been retconned that white college kids elected Obama but that was a boomer wet dream sort of foisted onto us as a way for them to continue their endless youth. We were more interested in Jeff winning the title.

Even after his peak which was probably around 2000/2001 I remember kids and non-wrestling talking about him in the mid to late 2000s. His aura kinda coincided with the late/post Jackass years where guys like him were seen as appealing. He's one of those rare guys who's massively popular, so much so even the non-typical WWE audience knew of his crazy shit. Even teenage girls fucking loved him, which especially for a wrestler is a huge mark of universal appeal.
Sort of had the Eddie Guerrero effect (probably more accurate to call it Jeff Hardy effect). Not a massive draw like a Steve Austin or The Rock who fill arenas, but in his own right is well-known, beloved, would get huge reactions and considered cool by people who don't typically watch wrestling.
