Because you have to make at the very least an interpreter if anything even minor has been changed on the engine or an interface for importing. This creates bugs and 100 fold man hours needed to solve bugs and then proofing. It can be done, but in the end it's not priority as to them as games are "new customer first served" and cost efficient.
