Most WWE fans don't want to see joshis, and joshi fans don't want to lose the talents we've got.
Joshi matches are good because joshis work together all the time -- that's the purpose of the multi-women matches. WWE achieves something similar by everyone working pretty much the same style.
Joshis who jump ship just don't do what made them good in the first place once they're there. You'll never see Asuka wrestle like this in WWE:

It would be harder to name a joshi that didn't get over in WWE. Kairi is probably the hardest to pin since her main roster run is largely attached to Asuka/Iyo, but she was super over in NXT

3 or 4, sure. You get a few of them over. Asuka and Io have done great, and Giulia will probably do great as well. But if you oversaturate and have, say, 9 or 10 joshis it doesn't work as well.
WWE knows this, which is why they're going to be super selective in their hires, if they do it at all. I personally doubt they will again for a few years.

There's a ton of talent out there. What do you think the odds are that WWE hires all of them?
There's a cap on this. I think that cap is around 4, maybe 5. The standout choices IMO are Mina and Syuri. Mina is already tapped by AEW. Syuri I could see. Maybe Miyu Yamashita. There are so many talented joshis out there but I just don't see them all having mainstream American appeal.
