There is a lot of women on the main roster who aren't good or featured enough to go for the main belts, and Triple H can't justify featuring them if he isn't booking a title feud, and even when he tried (like the Pure Dykes Collective) it didn't work out
now there's something for people like Shayna, Dakota, Zoey, Alba etc to do while they also get out there and try to get themselves over
I'd rather have this than six-women tag matches every week where no one really benefits from it
