Sans Cody you got Lexis ,Ethan Page, Dragon Lee (I think he was there only for limited time contracts but he was there), Gargill, and even Shawn Spears are all doing better than they could ever be doing in AEW because WWE puts them on blast and gives them something to do on the show, develops them as characters.
Tony has wealth of talent in the roster doing FUCK ALL and given no time to have personality for anyone to care about. Cole Karter is a world class young talent he got handed for free and he's in ROH private web show I believe. He doesn't know how to make stars.
