He's got charisma, exciting to watch, over with the fans and can bark which would easily get over huge with the WWE audience who enjoy their YEETs and YEAHs. Paul either doesn't like him or he's too stubborn with longterm booking to pull the trigger. If he's not going over Cena at some point this year it's a major fumble I'm afraid.
