He books cold matches nobody cares about, he brings in guys from outside promotions that nobody knows or cares about, he gives endless pushes to geeks like Wheeler Yuta and Daniel Garcia for some completely inexplicable reason, he signs old, washed up ex-WWE talent, the storylines he books are poorly told, borderline nonsensical, and never have a satisfying conclusion, he keeps booking his main event stars to wrestle long matches against jobbers and barely win, he rarely lets main event stars actually feud with each other, he lets every wrestle do every stupid spot they want to with zero quality control, and he keeps having people just randomly vanish from TV for weeks or months and come back again without explanation.
Things were better back when Cody, Omega, and the Cucks were involved with booking because it wasn't all 100% Tony yet. Was there a specific tipping point when people said "I've had enough of Tony's booking"? No, It was a gradual thing where people just got sick and fucking tired of it and realized things were never going to get better. Tony's just going to keep booking the exact same awful way, forever, because he has no understanding of his mistakes.
