The reality is Tony signed a guy that had only been wrestling for 3 years to a full time contract, then kept him insanely strong to try to build him up. He'd come out and cut the same promo over and over again, wrestle maybe once or twice a month, rarely losing (if he did lose, typically it was a tag match where someone else ate the pin). The year leading up to MJF winning the belt, he only wrestled 9 times. Then Tony puts the belt on him and he completely shit the bed. Suddenly people realized he can't sell for shit, his finisher sucks, he cuts the same promo over and over, but Tony just kept doubling down and wouldn't take the belt off him, which just made things worse. Then he kept doing comedy bullshit with Adam Cole that nobody wanted to see, and the AEW belt became a total after thought. Then that Devil storyline was the final nail in the coffin.
