NJPW has always been more about the wrestling and the matches, it has never been dependent on storylines, gimmicks, characters, or promos - its always hinged its big matches on the ability of the wrestlers to perform unlike WWE, WCW, ECW, or TNA

ROH adopted that style and it went swimmingly well, when they tried to do more angles like they did in the late 2010s was when it all went to shit.
