I think they probably did tag but Dakota didn't see it. The referee will allow a few seconds grace period after a tag for the active wrestler to continue before they have to leave. The referee will also typically in WWE allow 2 pin break-ups by the inactive wrestler and disqualify or penalize the offending team on the third. These are soft rules applied at the referee's discretion, kind of like fouls in soccer.
