My "mount rushmore" of guys to not win the world championship is probably Hall, Perfect, Roddy, Jake. Scott was smart enough to stay away from carrying a company given his personal demons, Roddy wasn't ever going to job to anyone clean, and Jake had his own problems (and wasn't really the type to carry the strap during his peak). Perfect honestly should have won one. Surprised WCW didn't throw it on him as a nod to his career before his body broke all the way down.
