Russo was under pressure for a new main event heel. Show was still being built up for WM2000. Test was too green. Gaytch was the logical choice. But he flipped despite every effort. And he would have been phased out of the main event after dropping the title back to Austin.
But then Russo left. And Gaytch immediately got in McMahon's ear. To "help" however he could with the writing room now in limbo. Which conveniently included Test being sidelined and Show/Jericho being politicked against because they were "rats fleeing the WCW ship".
TLDR: Tryhard snake would always end up in corporate but wouldn't anywhere near his current power or be rewritten as a legend without marrying the boss's daughter.
