In a way it makes sense for Jey to win, he's an immediate Gunther's rival, the Cody/KO and Punk/Seth/Drew as well so that one doesn't even need the RR, but the WHC is still seen as the consolation prize, so maybe that's why they used RR to elevate the WHC prestige, besides, there's EC coming up so things may shake up more
